Negative quick antigen or PCR test results will be accepted as of February 28 to fulfill admission criteria. These tests will need to be done by a laboratory or a healthcare provider, so performing them at home will not be possible.

“Today I’m announcing we are easing our border measures,” federal Health Minister Jean-Yves Duclos said Tuesday in Ottawa. “It is time to adjust our approach.”

Only individuals who are randomly selected for a PCR test at the border will be required to take one, but they will not be quarantined while awaiting results, according to Duclos. Children under the age of 12 who are not completely vaccinated but are traveling with fully vaccinated adults will no longer be required to wait before attending school or childcare, according to the government.

Travelers who have not been vaccinated will continue to be screened upon arrival.

In addition, when the spread of Omicron slows, Canada’s travel health alert will be reduced from level three to level two, indicating that the government will no longer advise Canadians to avoid all non-essential travel.

Along with federal Ministers of Transportation Omar Alghabra, Public Safety Marco Mendicino, Tourism Randy Boissonnault, and Intergovernmental Affairs Dominic LeBlanc, Duclos made the announcement.

Alghabra declared that as of Feb. 28, more airports would be allowed to accommodate foreign aircraft.

Only 18 Canadian airports are now permitted to receive international aircraft.

Canada Travel Restriction Updates

June 2022 – Canada Suspends Vaccine Mandate for Domestic Travelers

According to recent news, the federal government will declare this week that vaccination obligations for internal travel on aircraft and railways and incoming overseas travel will be suspended.

March 2022 – Ontario Lifts Mask Mandate

Beginning Monday, March 21st, those living in Ontario may choose whether to wear a mask or not as the province lifts its indoor mask mandate. Although experts have predicted a COVID-19 case increase in the near future, with the strains weakening and how the country is recovering from the pandemic, they mention it should be manageable.

March 2022 – Canada Plans To Lift Testing Requirement for Fully-Vaccinated Travelers

It was announced that starting April 1, 2022, those who are fully vaccinated will not need a negative COVID-19 test to enter Canada. This change is for those traveling by air, land, and sea. As the country begins to get used to relaxed changes, Canadian officials announced that some fully-vaccinated travelers may be selected at random to take a COVID-19 but will not need to quarantine awaiting their results.

February 2022 – PCR Test Not Required

Officials stated that by the end of the month, Canada will no longer need fully vaccinated travelers to do a pre-arrival COVID-19 PCR test. After February 29th, any fully vaccinated visitors to Canada will not be required to have a negative PCR test when entering Canada.

January 2022 – Border Restriction Adjustments

As the Canadian government continues to adjust its border measures due to the COVID-19 pandemic. As of January 15, 2022, Canada has limited travel restriction exemptions for unvaccinated persons to a small proportion of IRCC’s clients. Some exemptions are included for unvaccinated new permanent residents, refugees, temporary foreign workers in agriculture or food-processing occupations, asylum claimants, and some minors under the age of 18 years old. Those who are unvaccinated, do not meet the definition of fully vaccinated, or do not meet an exemption will not be permitted to enter Canada.

Restrictions for Family Members

The exemption for immediate family members of temporary residents no longer exists, and there is an amended definition for extended family members of Canadian citizens, permanent residents, and those registered under the Indian Act.

December 2021 – New Travel Restriction Due to Omicron

Canadian officials were quick to announce a wide array of new travel restrictions following the discovery of the Omicron variant. As of Tuesday, foreign travelers who have been to Nigeria, Malawi, Egypt, and African countries in the last two weeks cannot enter Canada. These country travel bans, South Africa, Mozambique, Namibia, Zimbabwe, Botswana, Lesotho, and Eswatini, were first announced on Nov. 26.

Canadian citizens and permanent residents who have the right to return to Canada and who have traveled through any of the listed countries in the past two weeks will still be allowed to return, though they must be tested at the airport and would have to quarantine while awaiting their test results. According to Transport Minister Omar Alghabra, the COVID-19 testing requirement for those returning to Canada would still apply even to those who are fully vaccinated, and any tests administered in the 10 listed countries would not be accepted.

September 2021 – Border Reopens to Fully-Vaccinated Travelers

Canada’s border announced that travel has reopened to all fully vaccinated travelers with a few steps and things to get done when doing so. Fully vaccinated foreign nationals who meet the requirements are allowed to now travel to Canada. Travelers from countries outside of Canada who are not fully vaccinated are not able to enter Canada unless they already meet an exemption. Otherwise, they will be denied entry into Canada, may be denied boarding on flights to Canada, and/or face fine consequences.

Feburary 2021 – Travellers Required 3-Night Stay at Canadian Hotel

Canada added new travel measures to limit the spread of COVID-19 and its variants in Canada. The Canadian Government has kept the narrative that they strongly advise all Canadians to cancel or postpone any non-essential travel plans outside of Canada. Those who decide to travel by air outside of Canada for any non-essential reasons will face consequences when they return to Canada. For those traveling to Canada, there are new requirements for air travelers such as a required hotel stay.

October 2020 – Canada Eases Restrictions on Family Members Traveling to Canada

The current border closure is still set to remain closed until October 21st for any non-essential travel but changes are coming to allow more family members into Canada on compassionate grounds. It was announced in early October 2020 that “compassion is needed in light of the worsening spread in some regions of Canada”.

Canada/US Border Updates

July 2021 – US Extends Land Border Closure to Canadians

On Wednesday, July 21st, the United States government announced plans to extend the closure of land borders with both Canada and Mexico until August 21st. This will only be in effect to non-essential travelers such as tourists and visitors.

April 2021 – US Added Canada to ‘Do Not Travel’ List

On Tuesday, April 20th, the United States added a substantial amount of countries to the State Department’s “Do Not Travel” list – Canada, Mexico, France, and Israel making just a small fraction. This is due to the increasingly high levels of COVID-19 amongst these countries.

May 2020 – US/Canada Border Extension

Both Canada and the United States have settled on a plan to extend the ban on all non-essential travel between the two countries through June 21 in order to continue the fight against the Coronavirus pandemic. Specfic Country Travel Bans

September 2021 – Flights from India to Canada Resume

More than 5 months after the second wave of Covid-19 hit India, Canada has officially removed the restriction on direct passenger flights from India. On Monday, September 27th, Air Canada flew the first direct trip between the two nations, and Air India began operations on the same day to both Toronto and Vancouver. In order to enter Canada, passengers must show proof of a negative COVID-19 test result from a test done at Delhi Airport’s Genestrings Laboratory within 18 hours before their departure. They will then have to present the test report with a QR code issued by this laboratory to the air operator before boarding their flight.

July 2021 – Canada Extends India Flight Ban

The first flight ban for any flights from India to Canada was imposed on April 22nd, 2021. Since then, there have been four extensions to the ban. Recently, the ban was set to expire on July 21st, 2021 but is now extended for another 30 days until August 21st, 2021. The original ban included Pakistan but flights from Pakistan was lifted last month on June 21st. The ban was originally imposed due to fears over the devastating second wave of COVID-19 in India and now there are additional fears of the Delta variant. On Monday, July 19th, the Health Canada organization said that the ban was “based on public health advice”.

April 2021 – Canada Temporarily Bans Flights from India and Pakistan

On Thursday, April 22, Canada had a virtual press conference to announce the latest change in travel to Canada. Due to the surge of COVID cases in India and Pakistan, Canada has decided to temporarily ban any flights coming in from those two countries. Transport Minister Omar Alghabra said that all commercial and private passengers from India and Pakistan will be stopped for 30 days.

Types of Advanced Fee Frauds

Beneficiary Fund Scam – Beneficiary fun scams involve needing your help to get money from a bank in another country. The story will usually involve someone who has died and the perpetrator alleges that if they do not act quickly, the money will be turned over to the government.

Lottery Scam – Scam claims that you have won money in an overseas lottery. The letter or e-mail will usually ask for personal information to confirm your identity so you can collect your winnings.

Investment Scam – An investment company contacts you and needs your assistance in investing money overseas. The letter or e-mail will look as though it is coming from a reputable investment firm or government official. The letter will ask you to contact the company, where you will be asked to pay some sort of fee upfront in return for a hefty profit that does not exist.

Romance Scam – Scammers pull at the heartstrings of those on internet dating websites and chat rooms by asking for money for sick relatives, or money for a plane ticket to meet you in person.

Tips To Avoid Immigration Fraud

  1. Check your immigration lawyers credentials always. You can ask for a copy to check their license and ask for references. On your own time, check out online reviews to ensure a good reputation.
  2. Meet with your immigration lawyer in person (if possible) to to be sure they are in fact who they say they are. If you are overseas, try meeting visa videochat (Zoom, Google Meets, Skype, etc.)
  3. If you decide to hire a representative, make sure they sign an agreement outlining the services they have agreed to provide you. You want to always have a copy of any signed agreements with your representative.

The United States Department of Homeland Security has made the decision to extend US border restrictions until September 21st, 2021 due to the increase in cases of the COVID-19 delta variant.

These restrictions have been extended every month since March of 2020, when DHS and its Canadian and Mexican colleagues restricted the borders to leisure tourists in order to minimize the spread of coronavirus.

The order’s extension has no effect on the ability of US citizens currently in Canada to cross the border into the US.

When asked about the U.S. land border closure on the campaign trail, Canadian Leader Justin Trudeau said the two countries are coordinating closely, but pointed out that the border orders issued by Canada and the U.S. have been nonsimultaneous from the start.

On Friday, the US Department of Homeland Security tweeted “In coordination with public health and medical experts, DHS continues working closely with its partners across the United States and internationally to determine how to safely and sustainably resume normal travel.”

Since March 2020, Canada had closed its borders to Americans traveling for non-essential reasons into Canada. On Monday, August 9th, Canada will re-open its borders for US citizens and permanent residents. There are still strict requirements for those looking to enter Canada. The requirements are implemented for both those who are crossing the US/Canada border by vehicle, plane, or boat. Below are the requirements for US Citizens and Permanent Residents traveling to Canada on or after August 9th, 2021:

Travelers Must Be Fully Vaccinated

All travelers to Canada from the US must be required to complete a COVID-19 vaccination at least 14 days before entry. The vaccinations that Canada will accept are Pfizer-BioNTech, Moderna, Johnson & Johnson, and AstraZeneca/COVISHIELD. Airlines will verify passengers’ vaccination through the ArriveCAN app before passengers board their flights. Those who are driving across the border will have to submit their vaccination information within 72 hours before arrival. Travelers are advised to carry their vaccine documentation at all border entry points.

Children younger than 12 are not required to be vaccinated.

Travelers Must Have a Negative COVID Test

All travelers, even those who are vaccinated, must show proof of a negative coronavirus molecular test. PCR tests are the only tests that the government of Canada will accept. All PCR tests must be done within 3 days of arrival.

Any traveler younger than 5, does not require a negative COVID test.

Travelers Must Be Asymptomatic

All visitors must not show any COVID symptoms when arriving in Canada.


Which Airlines Will Fly to Canada?

Airlines are now adding flights to Canada from the US.

Effective Monday, international flights carrying passengers will be permitted to land at nine Canadian airports:

  • Montréal-Trudeau International Airport
  • Toronto Pearson International Airport
  • Calgary International Airport
  • Vancouver International Airport
  • Halifax Stanfield International Airport
  • Québec City Jean Lesage International Airport
  • Ottawa Macdonald–Cartier International Airport

Transport Minister Omar Alghabra said that all commercial and private passengers from India and Pakistan will be stopped for 30 days.

“As we’ve seen with our third wave, the COVID-19 pandemic can change rapidly,” said Alghabra. “New variants can spread even faster than before and our health system is feeling even more pressure than ever before.”

Health Minister Patty Hajdu said that only 1.8% of all air travellers entering Canada have been found positive for COVID but travellers from India have made up 50% of the positive tests. Hajdu also said that travellers from Pakistan have had similar positive COVID results. The ultimate goal of limiting this travel is to keep Canada safe from the virus.

“We need to move quickly to stop the new variants from entering Canada and spreading further. We must secure our borders,”

How Can People Enter Canada from India and Pakistan

Although flights from India and Pakistan are currently stopped we do have an alternative.

There are new travel measures being taken to help limit the spread of COVID-19 and its variants in Canada. The Canadian Government has kept the narrative that they strongly advise all Canadians to cancel or postpone any non-essential travel plans outside of Canada. Those who decide to travel by air outside of Canada for any non-essential reasons will face consequences when they return to Canada. For those traveling to Canada there are new requirements for air travellers such as a required hotel stay.

New Requirements for Traveling to Canada

Those who are travelling to Canada must provide proof of a negative COVID-19 molecular test that was taken up to 72 hours before their scheduled departure time.

“As of February 21, 2021, at 11:59 pm ET, travellers, unless exempted, will also be required to:

  • reserve a government-authorized hotel for 3 nights prior to departure to Canada
  • take a COVID-19 molecular test on arrival in Canada
  • stay in the government-authorized hotel while awaiting the results of the COVID-19 molecular test taken on arrival
  • pay for the cost of the hotel stay, as well as all associated costs for:
    • food
    • security
    • transportation
    • infection prevention and control measures

Travellers must present proof of having reserved and pre-paid for their accommodation through ArriveCAN.

Travellers will still be required to complete the remainder of the mandatory 14-day quarantine after their mandatory hotel stopover.” – Source: IRCC

Canadian-American couple Stephen and Cathy were separated at the border in June 2020 because they were not able to prove their common-law status without any idea when they will be reunited.

The couple attempted to cross the Canadian border from North Dakota into Saskatchewan after Canada changed travel restrictions that allow immediate family to enter. After Cathy was denied entry due to a lack of common-law proof, the couple decided to turn around and reenter the US to stay together. Unfortunately, Stephen was then denied entry because the US isn’t allowing Canadian visitors because of COVID-19 restrictions.

Why Were They Denied?

To qualify as a common-law partner or unmarried couple, you must show proof of living together for at least one year. In fact, the couple had lived together for a year-and-a-half in their RV, mainly splitting their time between Ontario and California. Although the couple had proof of life together including campsite reciepts, they did not pass the test. Instead, The border officer wanted to see a rental agreement or mortgage documents which the two couldn’t provide.

What is a Common-Law Partner?

To be considered a common-law partner, one should have lived together with another person in a conjugal relationship for at least one year. This applies to both opposite- and same-sex relationships. In a sponsorship case, you will typically have to provide proof of this union, which can be done in the form of financial records, property, utility bills, joint accounts, or other means.

Both Canada and the United States have settled on a plan to extend the ban on all non-essential travel between the two countries through June 21 in order to continue the fight against the Coronavirus pandemic. This was brought to each nation’s attention on Tuesday after Prime Minister Justin Trudeau spoke about the topic.

The US has more confirmed cases and deaths from COVID-19 than any country in the world, though its per capita numbers are well below many other nations. Trudeau claims the Canada-US border is a source of vulnerability when it comes to the Coronavirus, which is why he is pushing for another 30 day extension.

“This will keep people in both of our countries safe,” he said.

The US President, Donald Trump claims that the US and Canada are doing well in handling the pandemic, but many Canadians are worried about a reopening.

Just like when the original restrictions took place in March, essential cross-border workers like healthcare professionals, airline crews and truck drivers are still permitted to cross.

Americans who are returning to America and Canadians who are returning to Canada are also exempted from the border closure.

Along with the negative COVID-19 test that is required before boarding your flight to Canada and 14-day quarantining there are a few new travel restrictions to stop the virus spread including a mandatory hotel stay, another COVID test, and more. Learn more about these new travel restrictions!

Although Canada is still welcoming home travelers, Prime Minister Justin Trudeau announced a new national isolation plan that would take effect at midnight on Wednesday, April 14th EST. This isolation plan will be required for all international travelers returning to Canada both through border crossings and airports due to the Coronavirus

What Exactly Does This Plan Mean?

Premier John Horgan said travelers are required to explain to officials, in detail, what their self-isolation plans are. Under the Quarantine Act, travelers will need to confirm that they have a suitable place to isolate where they will have access to basic necessities, including food and medicine.

Canadians returning home from abroad who don’t have credible plans to self-isolate will now be forced to stay at a quarantine facility, such as a hotel. Officials will make the decision whether your plan is sufficient to leave.

In addition, travelers returning from abroad will be required to wear a non-medical mask or face covering before they can proceed to their final destination. They will be provided with a mask if they do not have one.

Anyone showing symptoms, meanwhile, will not be allowed to leave the airport.

Maximum penalties for failing to comply with the Quarantine Act include a fine of up to $750,000 and/or imprisonment for six months. If someone jeopardizes another’s life while willfully or recklessly contravening the act, the penalties are even greater: $1 million or three years in prison, or both.

Can I Leave My Self-Isolation Area After I Arrive?

No, you are to remain in your self-isolation area for a total of 14 days. It is even forbidden to stop anywhere on your way there. You are not allowed to run errands, and the only reason you may leave your house is to seek emergency medical help. If you need groceries or household items, you must order delivery or have someone deliver them to your house without coming in contact with you.
